  • Summer Lawn & Vegetation Ordinance Take Effect May 1.

    A.I. Image Generated On May 1 , Tangent Municipal Code 7.20.035, Duty to Keep Property Free of Flammable Debris During Fire Hazard Season, will take effect for the summertime season. The City will enforce the code with a two-warning system before issuing a citation. The first warning will be placing a florescent green card on the property with a ten-day deadline. The second warning will again see the same card placed with "second warning" circled and a ten-day deadline. The third and final warning is a mailed letter with a ten-day deadline or placed in a conspicuous spot with a ten-day deadline. A citation slip with your court date will be delivered the fourth time. If you receive a green card, we highly recommend contacting City Hall once corrective action has been taken, and a follow-up inspection will occur to ensure compliance has been met. This law has been in place since 2011 and is annually enforced during the summer months leading up to September 30. Below is the full code, which you can also find on our municipal code . 7.20.035 Duty to Keep Property Free of Flammable Debris During Fire Hazard Season (1) Duty to Keep Property Free of Flammable Debris During Fire Hazard Season Weeds and Debris to be Removed – Nuisance. The owner and occupant of property, if different entities, shall be jointly and severally responsible for keeping property within the City free of dead trees, bushes, brush, vegetation, ladder fuels and all other flammable debris that could cause, spread or fuel a fire, whether dry or wet. Except for commercially cultivated agricultural crops, between May 1 and September 30 of each year, the owner and occupant of property shall keep cut and remove from the property they own or use all dead bushes, dead trees, stumps, dry brush, dry vegetation, ladder fuels and any other material that could cause, spread or fuel fire. The owner and occupant of property shall cut and maintain the grass and vegetation on the property they own or use at a maximum height of 10 inches between May 1 and September 30 each year. Failure to comply with these requirements shall be deemed to be a nuisance and a fire hazard. (2) Obligation to Maintain Weeds and Remove Debris from Abutting Right-ofWay. All of the requirements of this section shall apply to private property and the abutting vegetated public right-of-way out to the edge of the vehicle travel surface. Private property owners and occupants shall be jointly and severally responsible for keeping the vegetated portion of the public right-of-way abutting the private property free of dead trees, bushes, brush, vegetation, grass and weeds taller than 10 inches, ladder fuels and all other flammable debris that could cause, spread or fuel a fire. This requirement applies between May 1 and September 30 of each year and during any officially announced period of fire hazard. (3) Notice to Remove Brush, Grass and Flammable Debris. If any owner or user of property in the City fails to timely and fully comply with the requirements of this section, the City shall cause to be served upon the owner and user, if different entities, written notice of violation requiring the removal of all dead bushes, dead trees, stumps, dry brush, dry vegetation, ladder fuels and any other material that could cause, spread or fuel fire within 10 days. Service of this notice shall be by certified First Class U.S. mail to the address indicated on the most recent property tax records maintained by Linn County and by delivery to the property. If the owner or user of the property cannot be found within the City, notice to the property shall be posted in a conspicuous place on the property. Service shall be deemed valid and accomplished on the date of mailing and/or posting on the property. (4) City Right to Abate. The owner or user of the property shall respond to the notice provided pursuant to this section within 10 days of service by cutting the vegetation and bringing the condition of the property into compliance with the requirements of this section. If, after the expiration of the 10-day period, the owner and user have failed to fully comply with the requirements of this section and the notice issued by the City pursuant to subsection C, the City shall without further notice order the immediate abatement of the nuisance and authorize the City to abate the nuisance and generally to bring the property into conformance with the requirements of this section. The City’s costs of abatement, including all reasonable administrative costs and attorney fees, shall be assessed on the property owner. Notice of the assessment, including an itemization of all of the City’s costs, shall be served on the owner and user, if different entities, in the manner described in subsection C. The owner and user, if different shall be jointly and severally liable for these costs. The owner may appeal and contest the reasonableness of the City’s assessment by requesting in writing a hearing before the City Council within 10 days of service of the notice of assessment. If either the owner or user timely file an appeal of the City’s assessment, the City Council shall convene a public hearing within 21 days of the appeal notice, take public testimony and determine if the assessment is reasonable. The Council’s decision shall be final. Any unpaid assessment shall be recorded as a lien against the property and may be enforced in the same manner as other municipal assessment liens under state law or the TMC. (Ord. 2011-05)

  • Truck Freight / Hauling Meeting

    Kitty Kat getting ready for another haul. The City of Tangent is hosting a meeting for truck freight businesses located in, near, or that regularly drive through Tangent. The city is in the process of updating its municipal transportation plan, and we are seeking input from commercial truck companies and those with a significant commercial trucking business.  The meeting is for business owners or managers of companies that deal frequently with commercial trucks ranging from dump trucks, box trucks, and semi trucks. Please email the City Manager at jsamaniego@tangentor.gov for meeting time and location. We will have two more meetings including a public open house for residents in June.

  • Potential Thunderstorm 3/26-3/27/2025

    The National Weather Service and Linn County Sheriff's Office are monitoring the potential thunderstorm forecasted for Wednesday, March 26, to Thursday, March 27, 2025. City Hall will be open both days and plan to operate as normal. However, the weather forecast predicts conditions that could cause a power outage or potentially down a tree. We encourage businesses and residents in Tangent to be prepared for the potential thunderstorm by ensuring items that the wind could blow away are secured or brought inside. Also, have a plan in case of a power outage, such as battery operated flash light, can food, or generators to provide power.   • City Hall Closed 2/13/2025

    Due to the winter weather conditions impacting the Willamette Valley, Tangent City Hall is closed today, Thursday, February 13. We will monitor the weather to determine if city hall will reopen on Friday, February 14. The Planning Commission meeting for tonight has been canceled and will be rescheduled to the next meeting on March 13 with the same agenda. Please be safe outside if you need to go outside.

  • No Overnight Parking at Pioneer Park

    The City of Tangent has restricted the parking spaces in front of Pioneer Park, located on North Lake Creek Drive, to park users during park hours. Overnight parking is prohibited, and vehicles will be towed at the owner's expense. Per Tangent Municipal Code 11.60.030(1)(E) and (G), A vehicle may be impounded without prior notice for unlawfully parked on a public street in a conspicuously restricted space where parking is limited or prohibited for some time or anytime a vehicle interferes with the intended use of such space zone or traffic lanes. This means any member of the public or city employee can call the phone number on the warning signs attached to Pioneer Park and have a vehicle towed without notice to the owner. The owner will be responsible for the cost of towing and claiming the vehicle. TMC 11.60.030 In addition to a civil citation issued for violation of this chapter or state law, a vehicle may be impounded as follows: (1) Without Prior Notice. A vehicle may be towed without prior notice when: (A) The vehicle is a hazardous vehicle as defined in Section 11.60.010; (B) The officer reasonably believes that the vehicle is stolen; (C) The officer reasonably believes that the vehicle or its contents constitute evidence of any offense, if such towing is reasonably necessary to obtain or preserve such evidence; (D) The vehicle was in possession of a person taken into custody by an officer; (E) The vehicle is unlawfully parked on a public or private street in a conspicuously restricted space, zone or traffic lane where parking is limited or prohibited to designated classes of vehicles or periods of time, or at any time when the vehicle interferes with the intended use of such space, zone or traffic lane; (F) The vehicle was in the possession of a person who an officer has probable cause to believe, at or just prior to the time the officer stops the person, has committed any of the following offenses: (i) Driving while suspended or revoked (ORS 811.175 or 811.182); (ii) Driving while under the influence of intoxicants (ORS 813.010); (iii) Operating without driving privileges or in violation of license restrictions (ORS 807.010); (iv) Driving an uninsured vehicle (ORS 806.010). (G) The vehicle remained in a city park after park closure.

  • David Brush Recreational Trail Closed

    The David Brush Recreational Trail has been closed due to high water levels submerging part of the trail. With rain in the forecast throughout today and the weekend, the closure will go through the weekend. City of Tangent personnel will be monitoring the water level throughout the weekend. Update 1/2/2025 The City of Tangent will keep the trail closed until Monday, January 6. While the trail does not have flooding currently, rain is still in the forecast and we will keep the trail closed until Monday and determine to reopen or not.

  • Tangent Drive Road Improvement Updates

    The Tangent Drive Road Improvement Project is an important Linn County Road project that the City of Tangent recognizes and encourages residents living along Tangent Drive to be aware of the latest updates and how the project originated. All updates will be posted on this page, with the newest updates at the top and the oldest falling to the bottom. We also added a Frequently Asked Questions part below. 2024: Survey Work Completed & Future Plans with 2027 Construction Goal Linn County Road Department has completed the survey and will place an RFP for a design on the new Tangent Drive project in the 2025 calendar. The design firm will use the data from the surveyors and make concept designs. Designs will come in around the 2026 calendar year and a public town hall meeting is still in the plans. Construction for the Tangent Drive project is scheduled for a 2027 calendar year groundbreaking. 2024: Survey Work In July of 2024, the Linn County Road Department was seen doing survey work on Tangent Drive. According to the County Road Engineer, once a preliminary design has been drafted, the public will be informed, and there will be a public process. 2023: Funding Re-Established The funding for the Tangent Drive Road Improvement project is re-established, and Linn County confirms that the project is to kick off in fiscal year 2025 (July 2024-June 2025). 2022: Funding at Risk In late 2021, it was announced that ODOT would pull the State Exchange Fund program suddenly. This meant no more grant funds for metropolitan planning organizations under 200,000 and sole reliance on federal grants. This put the Tangent Drive Project on hold as the funding was not guaranteed. As part of the City Council goal and the adverse impact the ending of the State Exchange Fund program had on smaller cities across Oregon, the City of Tangent did lobby to the Co-Chair of the State Legislature Transportation Committee, Senator Sara Gelser Blouin (D), Representative Shelly Boshart-Davis (R), and several legislatures about the importance of the State Exchange Fund for small cities across Oregon. 2021: Post-Pandemic and New City Manager In April of 2021, the prior city manager of 33 years retired, and a new city manager stepped in. The project and council goal of the Tangent Drive Road Improvement Project is still in place but delayed due to the pandemic. 2020: COVID-19 Pandemic The COVID-19 Pandemic put a pause on many projects across Oregon and nationwide. This delay also impacted the City of Tangent and projects like the Tangent Drive Road Improvement Project.   2020: Approval for Funding In 2020, the members of the Albany Area Metropolitan Planning Organization (AAMPO) approved the Tangent Drive Road Improvement Project to proceed forward with Surface Transportation Block Grant (STBG) funding and construction. The approval was for the fiscal year 2021 (July 2020-June 2021) and beyond. The funds will be awarded to Linn County to perform the work.   2019: Proposal of the Tangent Drive Road Improvement Project In 2019, AAMPO opened up the STBG cycle for the period of 2021 to 2024 for all applications, with a filing deadline of August 2, 2019. The STBG is offered through ODOT and is open to any jurisdiction through its regional transportation planning organization. At the time, the County Engineer for Linn County Roads Department submitted the application with support from the City of Tangent in 2019 for the Tangent Drive Road Improvement Project. The project is a modernized Tangent Drive with sidewalks, bike lanes, traffic calming, and stormwater control. AAMPO: Introduction to the Albany Area Metropolitan Planning Organization The City of Tangent is a member City of AAMPO, the organization responsible for transportation plans and programs per federal and state regulations for areas of over 50,000. AAMPO consists of the following cities: ·         City of Albany ·         City of Jefferson ·         City of Millersburg ·         City of Tangent ·         Linn County ·         Benton County The 2010 Census determined that the Albany Urbanized Area had reached over 50,000, and the Governor of Oregon formally designated the Albany Area MPO in February 2013. AAMPO is the authority that establishes long-range regional transportation plans, the bi-annual four-year Transportation Improvement Program, and a Public Participation Plan. All AAMPO meetings are open to the public. AAMPO consists of the Technical Advisory Committee and the Policy Board. The two groups must agree on projects to be funded. Along with the cities, the Oregon Department of Transportation (ODOT) is also involved as a member of AAMPO. Funding for these planning and programming activities is primarily provided by the Federal Highway Administration and the Federal Transit Administration. The City of Tangent has one position on both the board and advisory committee, with the committee member usually being a member of city staff, and the board member volunteered from city council. 2018: Introduction of Tangent Drive Road Improvement Project On March 19, 2018, the City Council added the new goal of the Tangent Drive Road Improvement Project and received support from the Linn County Road Department. Linn County has jurisdiction over Tangent Drive; any work must be done by the County, not the City of Tangent. This was adopted and has been a goal for the City of Tangent. Frequently Asked Questions What is the role of the City of Tangent Planning Commission? The Planning Commission is a volunteer board of residents of Tangent that reviews, discusses, and votes on policies regarding land use and development in the City of Tangent. This includes the city's transportation plan and what requirements shall be set when new road improvement projects occur. Can I sign up for the City of Tangent Planning Commission? Yes, you may sign up on the website or come to City Hall requesting an application. A person must have been at least a resident of Tangent for one year when signing up. The Planning Commission meets on the second Thursday of each month. Who represents Tangent in the AAMPO meetings? Currently, the City Manager and one Planning Commissioner serve on the AAMPO Technical Advisory and Policy Board. If someone wishes to volunteer and represent the City of Tangent at the AAMPO meetings, please contact City Hall about serving on the City Planning Commission.   • Road Construction Highway 99E

    Highway 99E will see construction activity nearby the United States Post Office located at 32845 Highway 99E. The construction is to expand the multi-use path on the east side of the highway. Currently, there is a gap between two properties where bike and pedestrian traffic have to go back onto the highway. The road construction should be completed by November 30, 2024. Please keep an eye out for construction crews, temporary traffic reroute and follow all directions from the construction crew. This project is funded by a grant from the Oregon Department of Transportation (ODOT) and approved by the City of Tangent.
